Below is a general overview of the permit application process. Please note that more detailed, personalised guidance will be provided during your immigration consultation call. We recommend waiting for that session before taking any action or making travel arrangements.

Non EU Citizen

Non‑EU employees hired in Malta on a local contract are required to obtain a Single Permit, which combines both work and residence authorisation.

Available Permit Types

  • EU Blue Card – For highly qualified professionals.

  • Key Employee Initiative (KEI) – A fast-track option for managerial or specialist roles.

An initial assessment will be conducted to determine which permit type applies to you and any accompanying family members.

Relocation & Immigration Support

As part of your relocation package, the Global Mobility team will engage a trusted immigration partner to support you and your family throughout the permit process. This includes guidance on timelines, documentation, and compliance to ensure a smooth experience.

You will receive detailed, personalised advice during your immigration consultation. We recommend waiting for this session before making any decisions or travel plans.

Required Documents (Non-Exhaustive)

  • Full copy of passport (valid for at least 8 months)

  • Educational qualifications

  • CV

  • Birth certificate*

  • Marriage certificate*

*Note: Birth and marriage certificates may need to be apostilled, notarised, or translated. The immigration partner will guide and assist with these steps if needed.

 

Once your permit is approved, the immigration partner will also help you apply for your tax number and social security registration, both of which are required to begin employment in Malta.

As part of your relocation support, the Global Mobility team will assist you and your family with completing and securing social security and tax identification numbers. They will guide you through the process and ensure all required documentation is handled efficiently.  

Non EU Citizen

As a Non-EU national relocating to Malta, we will assist you in applying for your Social Security Number (SSN) and Tax Identification Number (TIN).

For SSN:

  • Passport (bio page)

  • Residence Card or Interim Receipt from Identità

  • JobsPlus Engagement Form

  • Work Contract / Offer Letter

  • Employment License / Work Permit

For TIN:

  • Full Maltese address

  • Father’s name

  • Email and mobile number (to be linked to TIN)

  • Date of arrival and employment

  • Signed Taxpayer Declaration Form

  • Employer details

FAQs

  • Yes, unless you're an EU/EEA citizen. UK citizens need a Single Permit, which Flutter will apply for.

  • Typically 2–3 months from application to approval.

  • You may qualify for Malta’s Nomad Residence Permit if you earn at least €42,000/year and work for a non-Maltese company.

  • No — there’s a double-taxation treaty. You’ll only pay tax in Malta if you live and work there.

  • EY will provide all the information you need as part of their support package provided to Flutter. Different tax rates apply based on salary bands and whether you are single, married or have children. The maximum rate of tax in Malta is 35%

  • The EU Blue Card is a residence and work permit for highly skilled non-EU nationals allowing you to live and work in Malta.

  • You must have higher professional qualifications (usually a bachelor’s degree or 5 years of professional experience), a valid employment contract for at least 6 months, meet the minimum salary threshold (1.5 x the average gross annual salary published by the National Statistics office in the Labour force survey) €35.000,00 + per year, and have health insurance with a minimum coverage limit of €100,000, providing medical treatment including out-patients and hospitalisation coverage in Malta and, if necessary, in other European Countries.

  • The maximum processing time is 90 days after the application is filed together with all the supporting documents

  • Yes, you can bring your spouse and dependent children to Malta under family reunification rules (subject to Immigration Authorities evaluation and approval). The family application can be filed once the Sponsor applicant (Employee) gets the Approval in Principle for the EU Blue Card Application 

  • Maltese authorities do not generally recognise long-term relationships for family reunification visas if you are unmarried and have no minor children. If you aren’t married, please contact global.mobility@flutter.com  to obtain guidance. Each case is examined individually. Married spouses (spouse with twenty-one years of age and is engaged in a monogamous marriage by law) are automatically eligible

  • Family members are eligible to apply for a residence permit as dependents, which allows them to live in Malta. However, this permit does not automatically grant the right to work.

  • No, dependents do not automatically have the right to work. They need to apply for a separate work permit if they want to be employed.

  • Yes. Enrolment in a private school is compulsory for non-EU children moving to Malta for the first time, if they are of compulsory school age (5 to 16 years). For permit renewals, proof of enrolment is still required but can refer to either a private or public school.

  • While processing times can differ case by case, the standard timeframe is up to 90 days after submitting the complete application.
